POSITION Description

POSITION TITLE: Finance Manager

LOCATION: Ouagadougou, Burkina Faso/Niamey, Niger

STATUS: Full Time

REPORTS TO: Burkina Faso Country Director / Strategic Planning and Partnerships Advisor

Position Summary:**

Winrock International (WI) is currently recruiting for the position of two (2) full-time Finance Manager in its Ouagadougou and Niamey project offices to support the five-year, USAID-funded Resilience in the Sahel Enhanced (RISE II) Water Security and Resilience Activity (WSR). This Activity is meant to enhance social and ecological risk management systems so that 'Chronically vulnerable populations in Burkina Faso and Niger effectively manage shocks and stresses and pursue sustainable pathways out of poverty.' This will be achieved through three components:

  1. Improved water security

  2. Enhanced sustainable productive land use

  3. Improved management of shocks, risks, and stresses.

Position is contingent upon receipt of donor funding.

ESSENTIAL Responsibilities:**

Finance

· Provide day to day oversight of and maintenance of financial and accounting aspects of program operations

· Manage all bookkeeping, bank accounts and cash flow to ensure sufficient funds are available for effective and efficient project implementation

· Prepare and submit monthly expense reports and cash flow statements; prepare and submit projections for monthly cash needs to Winrock’s Headquarters Office

· Review sub contractors invoices, monitor compliance with USAID regulations

· Prepare monthly payroll and related taxes, including the recording of applicable benefits

· Comply with local taxation laws and other relevant legislation, including preparation of bi-annual tax returns

· Management of project inventory and petty cash

· Issuing and clearing staff advances

· Work with Winrock Home Office to prepare quarterly financial reports to Donor

· Prepare all accounting records in accordance with audit standards (donor and local), and oversee on-site work with auditors, as appropriate

· Ensure that adequate and appropriate internal controls are in place and meet Winrock standards

· Manage financial accounting for Regional Result Coordinators based in regional offices.

Human Resources

· Coordinate processing of personnel forms such as attendance, time sheets and leave records

· Manage and track staff benefits and entitlements stipulated in their respective contracts (health insurance, paid leave, etc.)

· Ensure Winrock compliance with local labor law

OTHER RESPONSIBILITIES:

· Participate as member of key staff in strategic and implementation planning

· Maintain confidentiality of all official matters and files

· Other duties as assigned

EDUCATION:

· Accredited qualification in accountancy / Qualified accountant

Qualifications:

· Minimum five years increasingly responsible accounting and fiscal management experience

· Knowledge and understanding of applicable accounting and audit rules and requirements

· Knowledge of and experience in managing U.S. Government and international organization funds, preferably for USAID projects

· University degree (B.A./B.S. or higher) in Finance or and Accounting or related topic

· Experience in using QuickBooks accounting software preferred

· Experience working in a similar position with NGO, business or international organizations required

· Experience managing staff

· Proficiency in English required

· Ability to demonstrate the highest level of ethical standards at all times
