The Consultant, under the supervision of USIP’s National Coordinator in Burkina Faso, will be responsible for initiating the implementation of the objectives and activities under the project Improving performance and trust in the Burkina Faso judicial system; particularly to establish the necessary links and relationships in order to lead this work.
The position requires working strategically and operationally in the field, developing relationships with stakeholders and suppliers, guiding and supporting justice system partners and stakeholders in the validation of the project, while ensuring two-way communication.
It is a local and temporary position in Ouagadougou, Burkina Faso. This position reports to the National Coordinator, who is responsible for the overall strategic direction of activities and for strengthening partnerships with relevant stakeholders, as well as training and mentoring of national project officers as needed.
MAJOR DUTIES & RESPONSIBILITIES
- Successfully launch all project activities in a timely and efficient manner: The Consultant will ensure that all activities and deliverables are started within specified time and financial deadlines, meeting project objectives, and in accordance with the principles of complex adaptive systems thinking and 'do not harm' principles. He / she will coordinate the organization of meetings, trainings and other activities in line with the process’s needs. Specific tasks will include coordination of tasks and roles, implementation of activities, supervision of financial resources, as well as monitoring and evaluation.
- Build strong relationships and establish two-way communication channels with justice sector partners and stakeholders to ensure their active engagement: In close consultation with the National Coordinator, the Consultant will continuously develop relationships with relevant institutional and national stakeholders, ensuring that they are consulted, informed and involved on a regular basis, to garner their support and validation of the project.
- Contribute to research, systems mapping and partner selection: The Consultant will contribute to system mapping, data collection and empirical research on the justice sector to inform the selection of the pilot site and the implementing partner(s). He / she will assist the National Coordinator in developing reports, strategic directions or analysis of social, political and conflict dynamics as needed, and provide regular and detailed updates on activities. He / she will oversee the organization of three basic workshops, preparatory or consultative meetings, in-depth interviews, focus groups or surveys, as well as other activities as required by the process.
- Mentoring, coaching and capacity building in facilitation and project management: In close consultation with the National Coordinator and the Washington headquarters’ team, the Consultant will conduct preliminary training on USIP’s approach to facilitation, and on the different aspects of program and resource management. He / she will guide implementing partners on developing technical and financial reports at the desired level of quality and timeliness.
Perform other tasks as assigned.
- BA in a relevant field (international relations, conflict resolution, human rights or international development). Master’s degree preferred.
- Two years of professional experience in the fields of rule of law, security sector reform, peacebuilding, or a similar field, in Burkina Faso.
- Previous work with security forces and civil society in Burkina Faso is preferred.
- Highly developed interpersonal and general skills, ability to forge alliances, communicate effectively, influence decisions and represent the project in formal contexts.
- Proven experience coordinating with government officials and working with local partner organizations.
- Strong interest and experience in innovative and adaptive programming, with the ability to engage in strategic thinking, anticipate planning and take initiatives.
- Demonstrated skills in project design, implementation as well as monitoring and evaluation;
- Proficiency in French, Moore and / or local languages is required. Proficiency in English is preferred.
- Experience in supervision and capacity building of others - with support from a distance.
- Excellent research and analytical skills, experience in writing reports and guidance documents.
- Proven ability to work independently and effectively, with minimal support, and to work well as a team.
- Willingness to travel regularly within Burkina Faso, and occasionally to other project sites in the Sahel-Maghreb region, as needed.
